EPA Proposes New Active Ingredient Cyclobutrifluram for Pest and Disease Control
On April 21, 2025, the U.S. Environmental Protection Agency (EPA) announced a proposed registration decision for a new pesticide active ingredient, cyclobutrifluram, now open for public comment. This development marks a potential breakthrough in nematode and soil-borne disease management, with proposed uses across turfgrass, ornamental plants, romaine lettuce, cotton, and soybean seeds.
Cyclobutrifluram supports integrated pest management (IPM) practices. Unlike conventional pesticides applied preemptively, this compound allows for precise, response-based applications informed by pest monitoring. If approved, it would offer farmers an alternative nematicide option to improve crop yields and support sustainable agriculture.

EPA’s Risk Assessments and ESA Evaluation
The EPA has released its draft human health and ecological risk assessments, along with a biological evaluation under the Endangered Species Act (ESA). The agency concluded that cyclobutrifluram poses no human health risks of concern when used according to labeled instructions.
EPA also assessed its ecological impacts and determined that the ingredient is not likely to adversely affect any endangered species or critical habitats. Following the public comment period, EPA will consult with the U.S. Fish and Wildlife Service (FWS) for formal or informal review based on final determinations.
Regulatory Pathway and Next Steps
Once public comments are reviewed, the EPA will evaluate whether cyclobutrifluram meets the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) registration standard. If approved, the ingredient will be registered for use in the U.S. market, offering a promising new tool in nematode and disease management.
Cyclobutrifluram is being developed by Sumitomo Chemical Company, a leading Japanese agrochemical producer known for innovation in sustainable crop protection. Sumitomo is also the parent company of Valent U.S.A., which markets and distributes pest control products across North America.
