EU Green Policies Reshape Europe’s Chemical Industry: Market Impact, Major Players, and Future Trends

by Xu Ling
April 26, 2025

Europe’s Chemical Industry: Market Size, Key Companies, and Forecast Trends The European chemical industry, valued at approximately USD 720 billion in 2023, is encountering an inflection point due to stringent EU green policies. As the sector faces increasing operational costs, exports are at risk, notably impacting trade flows with major importers like the United States, China, and Brazil.

According to the European Chemical Industry Council (CEFIC), compliance with emerging environmental policies is adding nearly $20 billion annually to industry costs. Key regulatory developments include:

  • Carbon Emission Permits: The phase-out of free allowances under the EU Emissions Trading System (EU ETS) has intensified financial pressures. For instance, Celanese reports a $10–12 million annual loss after losing free carbon permits.
  • REACH Compliance: BASF has allocated 250 employees exclusively for compliance with the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) regulation.
  • Carbon Credit Spending: In 2023 alone, 73 chemical firms spent €1.32 billion purchasing carbon credits.

These regulatory shifts significantly affect cost structures, competitiveness, and investment decisions within Europe.

Strategic Moves by Major Players: Dow, BASF, LyondellBasell, and Ineos

Global giants are rethinking their European strategies:

  • Dow Chemical and LyondellBasell are reportedly evaluating reduced operations and potential exits from key European facilities.
  • BASF, Europe’s largest chemical producer, is doubling down on streamlining its portfolio, investing outside Europe while navigating costly compliance burdens.
  • Ineos founder Jim Ratcliffe has been vocal, warning that Europe’s petrochemical industry could face extinction if policy rigidity and energy costs are not addressed.

In parallel, the European Commission announced a plan to mobilize over €100 billion for clean manufacturing transitions and competitiveness support to buffer industrial losses.

Looking Forward: Trends, Challenges, and Outlook

The chemical sector’s survival in Europe will hinge on:

  • Adoption of cleaner technologies
  • Shifting production capacities outside high-cost regions
  • Strategic lobbying for more pragmatic green policy adaptations

Despite heavy regulations, Europe remains a crucial player in specialty chemicals, biochemicals, and high-value added materials, sectors less exposed to commoditized price competition.

Top Exporters and Importers:
