The ITC decided not to review the initial determination made by the administrative law judge on April 1, 2025, meaning the investigation against Chinese company Inner Mongolia 3F Wanhao Fluorochemical Industry Co., Ltd. (Inner Mongolia 3F) was terminated based on settlement.
This marks the formal end of proceedings against Inner Mongolia 3F regarding alleged violations of Section 337 of the Tariff Act.

The investigation had been initiated based on a complaint filed by:
- Syensqo SA (formerly Solvay’s specialty polymer division)
- Solvay Specialty Polymers USA LLC
- Solvay Specialty Polymers Italy S.P.A.
These companies accused Inner Mongolia 3F and other Chinese firms — including Zhejiang Juhua Co., Ltd., Zhejiang Foran New Materials Co., Ltd., Hubei Foran New Materials Co., Ltd., and Sinochem Lantian Co., Ltd. — of unfair trade practices related to the importation of PVDF resins into the U.S.
